How I Would Run a Law Enforcement Candidate Background
Hiring someone who will carry a badge is not like hiring anyone else, and the background work behind that decision shouldn't be either. This is a service I'm offering to Michigan law enforcement agencies, and I'd rather describe it plainly than dress it up. I'm Eugene Butler, a licensed Michigan private investigator based in Flint, and what I'd bring to a candidate file is decades inside the criminal justice system doing fugitive recovery and insurance work — which is to say a long habit of locating people, reading documents against each other, and getting straight answers in an interview.
If an agency brings me a candidate file, the work starts with identity and records: confirming the person is who the application says, then working the record itself — criminal history, court filings, address history, and the documents that either match the story on the application or quietly don't. Employment and education get run down through the proper channels rather than taken on faith. That layer resembles the general background research I offer anyone, but for someone who will hold a badge and the public trust, records alone are a thin foundation for a decision other people will review later.
The depth is in the interviews. References get called and actually questioned, not checked off a list. Field interviews reach the former supervisors, coworkers, and neighbors who know the candidate, and then the names those conversations produce.
A candidate assembles a reference list to flatter; the people those references point to weren't chosen that way. Paper tells you what a person filed. People tell you how they behaved when nobody was writing it down.
All of it lands in a clearly documented written report: what was checked, what was confirmed, what couldn't be confirmed, and where each finding came from. I don't tell an agency that a candidate is clean or safe, because that isn't mine to say. The work runs at the agency's direction, inside the agency's own hiring process and applicable law, and the hiring decision stays with the agency.
What I hand over is verified information, reported factually, in a form built to hold up when someone later asks how a conclusion was reached. I'll be honest about limits before an agency spends anything. Some answers never made it into any record at all.
Some references won't talk. When a question can't be answered through legitimate means, the report says exactly that, and the blank stays visible rather than papered over with a guess. A short file is safer than one that reaches past its evidence, because a shaky finding is what comes back on an agency later.
